What is LEAD?
Law Enforcement Assisted Diversion (LEAD) is a pre-arrest diversion program that when an individual comes into contact with law enforcement due to substance use, mental
health, or poverty, police officers can choose to divert them into an intensive case management program—instead of arresting them.
